Literacy Tests To Vote?

Is there any more racist and segregationist a concept than literacy tests to vote? Originally invented to keep the poor from having an opinion, the practice fell out of favor when pretty much everybody realized it was incredibly discriminatory. So what's this in my daily news?!
And who is behind this? Oh, that's right, the Tea Party people. Good, hardworking Americans, who just don't want the poor or uneducated to be able to vote. I know, conservative America, let's continue to cut budgets for schools, and then let's complain about illiteracy.
I swear, if the whole thing wasn't so borderline racist, it'd be comical.
Oh, and, side note. If you're using the word 'socialist' or 'Communist' or 'Nazi' to describe Obama, you're proving that you are literally the dumbest person in existence. Read a book.

The former congressman from Colorado and 2008 Republican presidential candidate blasted Obama, saying "people who could not even spell the word 'vote', or say it in English, put a committed socialist ideologue in the White House. His name is Barack Hussein Obama."
